Environment Ministry Emphasize Compliance With Procurement Act

The Ministry of Environment, in compliance with the Public Procurement Act, 2007, has inaugurated its Procurement Planning Committee for the 2024 financial year.

Permanent Secretary of the Ministry, Mahmud Adams Kambari, who inaugurated the committee, emphasized that the Act requires all procuring entities to establish a Procurement Planning Committee for each financial year and ensure that due process is complied with, within the procurement process.

He charged the Committee members, who are drawn from each department and unit of the Ministry to uphold the standards of transparency, efficiency and accountability in procurement processes, adding that the establishment of the Procurement Committee is a strategic move to ensure that procurement activities align seamlessly with government priorities as it concerns the 18 key deliverables of the Ministry.

“Mr. President had earlier signed Performance Bond with the Ministers and Permanent Secretaries from the MDAs to ensure full implementation of the budget. It is the performance of the Ministry that will be tracked and assessed through the activities of the Departments by using relevant Key Performance Indicators (KPIs) as outlined in the Procurement Plan,” Kambari explianed.

He urged the committee members to ensure proper alignment of the procurement expenditure towards achieving the assigned 18 key deliverables, as well as play a pivotal role in guiding the Ministry.

The Ministry’s Director of Procurement, Mrs. Nwoye Adaobi, who welcomed the committee members, noted that the inauguration of the Procurement Planning Committee (PPC) is the first step in procurement process.

She explained that the procurement plan will be executed after budget approval, adding that key departments and units such as the Legal, Finance and Account, Planning Research and Statistics, Technical, Personnel and others with projects for the year, are included in the committee to give professional advice and conduct necessary assessment, according to a statement by the Head Press and Public Relations Unit, Ibrahim Haruna.
